Hai Kou 海口 'Security'

Many of the buildings have security bars on all windows, even up to the top floor. This morning we passed a police station which is located on the 1st and 2nd floor of a high rise building and all windows above the 1st and 2nd floor were ironed in with security bars. I guess there is not much confidence in the police force in that place as all 15 floors were barred.
